I, my friends, am near-sighted. I require the use of glasses to see quite properly.
But unless my prescription is not longer sufficient, there have been implications on the Network.
Implications of kidnapping, yet again.
Implications of murder, yet again.
Now, City. I have a reputation among you, I am more than aware. I have a reputation as... a bad man.
I have a reputation as a lunatic.
I have a reputation as a monster.
And while these may or may not be true, I put to you this. I am not an outlaw.
Why?
Because there are no laws to be outside of.
Like Herr Aizen has been accused of, I have kidnapped many. Yet there is no law prohibiting this.
Like Herr Aizen has been accused of, my subordinates have killed many. But there is not law prohibiting murder, either.
Unlike Herr Aizen, however, I have sent missiles into the City itself, destroyed its buildings, and sent armies of hungry, armed, risen ghouls into the City causing chaos and havoc and death.
There are no laws against any of these acts.
The lack of a code of laws has been noted by Herr Aleshipper and Captain Kuchiki. There is nothing the Police Force is bound to, save their own wills. There is nothing in place to remove a corrupt Warden, there is nothing that a Warden may not do, for they are bound to nothing.
They are not above the law in any way. And without the Law to bind to, the Police are just an organization like any other. With no more status than they can convince people they have or by force of arms.
And when it comes down to organizations who can only spread influence through force of arms... well...
We all know where that leads, don't we?
