Nominations are open, Damen und Herren.

A call has gone out that we no longer sit on our laurels. My pupil thinks we should stand up and remind the City that we are here.

That though death may be... a stranger of sorts to this place, let us remind them that there is still something to fear.

The Cardmaster has said, quite eloquently, that a little force can hardly do us no wrong.

And as you all know, I can never disagree with this statement.

For quite some time, this City has had no idea what they were dealing with, because they did not understand what was out there.

Precisely as we preferred it.

But while we need not show them our faces, I think it best that we let them know that there is something terrible out there in the dark. Something that they've feared all their lives, but never knew how to put words to it. To put names to it.

Damen und Herren, even monsters have nightmares.

Damen und Herren, I stand before you as Woden of our social club.

And I stand before you as the Major, Commander of the Letze Battalion, the Millennium Orginization.

Damen und Herren, and I stand before you and I say this:

Let us remind them, all of them, what precisely it is they are so afraid of.

Let us remind them why they need a Warden to hide behind.

And let us give them the Warden of our choosing.

As such, then, we've need for consolidation, haven't we?

Ladies, gentlemen, I do hereby proffer such unity and solidarity as to have those whom would oppose us otherwise to fear such. After all, in the face of a unified army, a militia shall cower.

An interesting event it would be, to remind them of their need for a warden.

Then we shall have to remind them of the duties and responsibilities of such a position, won't we?

Indeed.

A coordinated strike. A strike with our combined force.

A whole hearted strike!

Nominations for targets, gentlemen?

We've need of someone who has the remarkable talent of keeping the public at large unaware of their bent otherwise towards our faction. Certainly one with skills in a social arena and diplomacy, yet one willing to bargain with us. I say, we've any knowledge of a gent fitting such a description?

Do we have one with similar values?

Their vision, purpose, ladies and gentlemen, is also of utmost importance.

Gentlemen, gentlemen...let's not get too far ahead of ourselves, hmm?

I do agree it is of the utmost importance that a suitable individual is located to be our candidate as Warden. However, before we do that, we must, as they say, "eliminate the competition," and I believe the best way to do so is through the altercation Woden has planned.

Woden has stated that we must remind the general populace that they have good reason to fear the shadows. This is very true, and I couldn't agree more. However, we must also remind the candidates themselves exactly what they will face if they acquire the desired position of Warden.

Therefore, I propose that each of them be presented with a challenge...a test, if you will, during the ensuing chaos. Harry them, confuse them, destroy the surrounding area of their residences--i.e. make them understand the consequences that will surely follow if they continue on their present course. After all, a little suffering is good for the soul, hmm?

We must tread carefully, of course. It would be best, I believe, to already have our Warden in mind when this occurs. The chaos would be an exceptional opportunity to make our candidate the candidate of choice. Mmm, yes...

Other thoughts or suggestions, my fellow co-conspirators.

Are you proposing acts of terrorism?

Terrorism is such an ugly word, sir. I would not call it as such.

As I stated above, there will already be a great amount of chaos caused by the Woden's "reminder." I am simply saying that some of that chaos should be redirected towards those candidates who wish to be Warden so that the citizens of the City can see for themselves how their possible future-Wardens will deal with crisis situations such as these.

I am suggesting, sir, that we discredit them with this chaos in order to promote our candidate instead of wreaking havoc simply for the purpose of inspiring fear in the denizens of this City.

Is that a bit clearer?

This strike I propose serves many purposes, Arbiter. Some which may be... somewhat personal.

Recommendations for candidates, gentlemen?

Ophelia I deign too controlled by her base instincts and rather unelectable.

Nami has the force of personality and might see things our way in regards to violence, but is notably stubborn.

The goblin might be pliable, but he has attached himself to Rosiel.

I think, perhaps, our own nomination may be called for. Would anyone among the council care for the job?

Or shall we... select?

Hmm.

I would choose you, I think, Bůh míru.

I think you would be the most... acceptable.

I am afraid, however, that the window to put forward our own candidates is over. But no matter. I find our selection wide enough to be fitting.

I find that our plan still holds.

Ladies and gentlemen, let us discuss how to best ply our art. Shall I provide the targets?

The next opportunity then, while I ready myself.

Sagara Sousuke and Seras Victoria hold the most threat, it seems.

Out of the list of suitable candidates we will put into power. If I may stress, a unity of votes is highly important.
