    What an interesting perspective. I must thank you City, for reminding me of a commander's duty, indeed, to help me see through the eyes of those who I war against.

    A commander is father or mother to his men, leads them, trains them, shows them the way.

    For a war neverending, for their war neverending, to kill the enemy worth killing, I would gladly sacrifice the lives of every one of those under my command, every one of those who stand in my way.

    Indeed, every single person in existence.

    But a commander must not ask of his soldiers what he would not gladly do himself.

    And I would gladly sacrifice my own life.

    For the impending war.

    And the war beyond that. And the war beyond that.

    And the next. And the next.

    Children, I know that it's been a long time since your mother was back, but I can promise you that one day, Doctor mommy will return.

    But still, while daddy works on ways to cause a never-ending war, I want you all to behave yourself and wrap up against the sun. Listen to your older brother now. Captain, you're going to have to take a lot of responsibility now that mother is away. And Zorin, you're the lady of the house now.

    It would seem to dust we do indeed return.


    How amusing, the vampires of this city go thirsty, and we show ourselves bleeding dust out onto the cold dirt.

    How would it be to cause violence, to send my war out now, eh? Instead of the carnival of blood amongst the symphony of war, we have dust flying, things turning to powder.


    Novel, certainly, but I fancy lacking a certain color.

    Here is the truth.

    Many of you, I am certain, think me full of false bravado. Certain in the towering heights of my ego that I cannot conceive of something that I could not destroy, could not conceive of something I could not win against.

    That I am a foolish man who thinks he can take down things far above him.


    These thoughts, I'm afraid, could not be further from the truth.


    The truth is that, in the end, win or lose, it doesn't matter. I fully expect that I will lose, in the end, for nothing lasts forever.

    And so all of you, for all your might and puissance and heights of power hold absolutely no fear over me, I'm afraid.

    Because I win or lose, live or die, I simply do not care.

    The goals are not important.

    Only the means.

    Such fun we had City. Such music we made. Each and every part played to perfection.

    A conductor is only as good as his instruments. And thus, my assessment of you is true and complete.

    Bravo, City.

    [[A man stands on the envelope of the blimp, the wind whipping his white coat about him. He holds in a baton in one hand and stares over the City, the gunfire and the screams, the minor explosions and the major, the smoke billowing from the hall of the missing. He turns to the camera and smiles. A horrible smile, a little tick that never leaves, his eyes the very depths of hell and madness]]

    City! You exceed my expectations at every turn, and at every turn you show that each of you is a worthy enemy, worth tens of regular soldiers.

    Each of you is a great virtuoso, a perfect soloist. Each of you has your own performance, a glorious performance that reaches the heavens with your own instruments and your own voices.

    But, City, is not yet great! As great as soloists as you are, you are not yet an orchestra. You are not playing a great symphony. For as each individual piece soars, combined, it is not in harmony.

    Here, let me help you. Let your conductor lead.

    [[He snaps the baton in half and turns to the City, his back to the camera]]

    And even though we are missing our first soprano, our first violin...

    We shall assist.

    Piccolo. The lightest. The most innocent seeming of the instruments. Show them what depths are concealed under that seeming of childhood.

    First brass. Brash. Loud. A bombastic instrument that must be heard, that never fails to leave an impression. Make certain the melody is heard.

    Viola. Sensuous in its shape, weaving its song and its image over the audience, showing the vision of the composer, the vision of song.

    Trumpet. Glamorous, stylish. The instrument which makes the orchestra, dare I say it? Sexy. The man, go make war stylish.

    Double bass. Not the loudest of instruments. But one with an unimaginable power behind it. The instrument that helps provide the foundation on which all the other instruments can exist.

    I give you leave, my firsts, my leaders of the choir. Go hunt.


    And I?

    I will conduct.

    And I will provide the percussion.

    [[He lifts his hands and begins to conduct, sweeping his arms along in the beat, a horrible horrible beat. There is a roar of noise and smoke and fire trail out from the Deus ex Machina II, bearing the packages to the City.]]

    Ahh, I must retract my previous admonition. I apologize profusely and whole heartedly.

    It would appear that we do have a written code of laws. Some would say the original code of laws.

    And of course if we have laws, we must have an enforcer, who keeps the laws, keeps the flock to them.

    Protects the innocents from those who would break these sacred codexes. Indeed, my friends, they are just as legitimate as the police force, who are allowed lethal force in upholding the laws.

    Perhaps even more so. They have laws to enforce.

    So Citizens, should you have any further questions, I encourage you to direct them to The Voice of God.

    Although I am certain he is a busy entity. So you might speak to any of His other angels.

    While they might not serve Him, like Him, or be created by the same specific deity they certainly are experts on His Law.

    Failing that, I'm certain that any of His messangers here on Earth.

    Isn't it comforting to know what is and is not allowed?

    Naturally, you are all more than aware of my preferred subject of conversation, nay, the very thing I dedicate all to.


    War.


    War for war's sake. War for the sake of the joy it brings. I will settle for any goals, any enemy, to obtain my means.

    But you, oh City, who decry my warlust and my warmongery...

    And so they return, back to the City, back to the dry land to which they cling.

    And so we are taught a fascinating lesson in priorities, in who sank, in who swam, in who tried to rescue. In who saved themselves.

    And in who sacrificed to save everyone.

    The Deus ex Machina II will be coming in. Does anyone wish a pickup?

    I, my friends, am near-sighted. I require the use of glasses to see quite properly.

    But unless my prescription is not longer sufficient, there have been implications on the Network.

    Implications of kidnapping, yet again.
    Implications of murder, yet again.

    Now, City. I have a reputation among you, I am more than aware. I have a reputation as... a bad man.

    I have a reputation as a lunatic.

    I have a reputation as a monster.

    And while these may or may not be true, I put to you this. I am not an outlaw.

    Why?

    Because there are no laws to be outside of.

    Like Herr Aizen has been accused of, I have kidnapped many. Yet there is no law prohibiting this.

    Like Herr Aizen has been accused of, my subordinates have killed many. But there is not law prohibiting murder, either.

    Unlike Herr Aizen, however, I have sent missiles into the City itself, destroyed its buildings, and sent armies of hungry, armed, risen ghouls into the City causing chaos and havoc and death.

    There are no laws against any of these acts.

    The lack of a code of laws has been noted by Herr Aleshipper and Captain Kuchiki. There is nothing the Police Force is bound to, save their own wills. There is nothing in place to remove a corrupt Warden, there is nothing that a Warden may not do, for they are bound to nothing.

    They are not above the law in any way. And without the Law to bind to, the Police are just an organization like any other. With no more status than they can convince people they have or by force of arms.


    And when it comes down to organizations who can only spread influence through force of arms... well...


    We all know where that leads, don't we?

    Age is today's theme, it would seem.

    And with the advancement of age comes the realization of mortality, for as many might point out, there is no such thing as immortal.

    Thus we come to the topic of death.

    We have two representatives of death here in the City. Or, rather, one entity that is Death, and another society of reapers, angels of Death, Shinigami.

    Then, of course, there is the one known self-styled as teAngel of Death, upon whose brow I placed the Death's Head.

    Or his compatriot, his lover, one of three Draculas. Perhaps not the first undead, but to many, the paragon of the state. The one in whom the River of Death resides.

    Then, of course, we mustn't discount the murders of the City, the dealers of death. And in this place, for sheer numbers, one can't discount the the Doctor, can we?

    A representative of the Shinigami recently pondered on the nature of this City and death.

    He compared it to Hell. Although we must ask the Devil for clarification on that front.

    So, City.

    What is death?

    It seems sad to say that one of our number has fallen into the Hall of the Missing. Kira has left us.

    But in defeat, there is always victory. Our message was received gentlemen, and it would seem as a spark. Murders are being committed daily, more explosions happened just the other night.

    Ladies and gentlemen.

    I recommend we do not let this momentum die.

    Nominations are open, Damen und Herren.

    A call has gone out that we no longer sit on our laurels. My pupil thinks we should stand up and remind the City that we are here.

    That though death may be... a stranger of sorts to this place, let us remind them that there is still something to fear.

    The Cardmaster has said, quite eloquently, that a little force can hardly do us no wrong.

    And as you all know, I can never disagree with this statement.

    For quite some time, this City has had no idea what they were dealing with, because they did not understand what was out there.

    Precisely as we preferred it.

    But while we need not show them our faces, I think it best that we let them know that there is something terrible out there in the dark. Something that they've feared all their lives, but never knew how to put words to it. To put names to it.

    Damen und Herren, even monsters have nightmares.

    Damen und Herren, I stand before you as Woden of our social club.

    And I stand before you as the Major, Commander of the Letze Battalion, the Millennium Orginization.

    Damen und Herren, and I stand before you and I say this:

    Let us remind them, all of them, what precisely it is they are so afraid of.

    Let us remind them why they need a Warden to hide behind.

    And let us give them the Warden of our choosing.

    Nothing in life is free.

    A cosmic truth, I am afraid. Indeed, if it is worth having, the more must be sacrificed for it.

    Although this sausage is quite delicious.

    Congratulations on your new appointment. It is good to have you as a most worthy enemy again.

    Although I suspect you do not even yet realize the truth, the absurdity, the awe of your existence yet.

    For elections are upon us, and it is time for the City to choose its new guardian of law and order.

    One-Hundred and Ninth Movement
    Ahh, once again the City deigns on us the assortment, the full variety of that which may befall us.

    I am once again dredged up of memories of long ago, victories and defeats of times forgotten.

    I might only hope it doesn't distress the... weaker members of the City. We can't have them fainting over a memory?

    After all.

    Memories are harmless. Aren't they?
